This reminds me of a lot of the Federal and state privacy laws I deal with at work. They're often a result of one specific incident, but so broadly worded they can have all sorts of unintended impact. That leaves us with the fun job of trying to interpret just how the law applies to us, and what we have to do to make sure we're not breaking it. Good times.
